Conditions or Reasons:The application site lies immediately to the south west of Darsham House, a Grade II* listed building set within a parkland setting. The listed building also lies within a Conservation Area. National Planning Policy Statement PPS5 sets out the planning considerations for the determination of planning applications in relation to heritage assets and conservation areas. The practice guidance accompanying PPS5 provides detailed advice regarding the setting of listed building. The proposal has been reviewed in the context of this guidance and there is concern that the introduction of a caravan site within the open landscape surrounding Darsham House would detract from its rural qualities and would fail to preserve the setting of the listed building and the encompassing conservation area. The application is thereby contrary to PPS5, and Policy AP1 and AP5 of the Suffolk Coastal Local Plan (incorporating First and Second Alterations) as it has failed to protect the setting of the listed building and the proximity of the conservation area.
